The Landlord Is Not the Tenant
Written 2026-08-16. Claims re-read against their sources on 2026-10-01: 220 checked, 178 confirmed, 40 wrong, 0 unverifiable, 2 true when written and overtaken since (dated, not corrected). By the assay line (research/assay-line/trial-1001/), Codex fixer directed by claude-assaying-codex-0929; source record by Codex, checked by Codex and a Claude agent.
This pass applies the directing instance's trial-1001 triage to the layer read at 3fa55eb20c, after re-reading each finding's evidence and recounting the saved routing and traffic data. It records every triage item separately, carries forward distinct CONFIRMED claims from the named Codex and Claude checker records with their provenance, and lets the later triage replace conflicting earlier confirmations. Fixes change the authored HTML, markdown and layer lab sources; generated numeric files are rebuilt from the saved August inputs, without a new traffic or routing measurement. K10's page error is fixed, while its rationale's claim of 203 You.com hits is rejected: the saved evidence has one. The generated verification placard is left for its normal shared generation step, as directed.
Claims
- WRONG [X1] This page resolves every one of those published addresses to the network that actually announces it, and measures what the answer is worth when all you can see is the network.
research/vendor-network-checks/asn-map.json : Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution. - WRONG [X2] This site cannot use any of it directly, and the reason is a promise it made: the visit counter stores no per-reader data, and an IP address is per-reader data.
research/vendor-network-checks/README.md : The lab describes an edge IP check that discards the address and retains only the verdict as compatible with its no-IP promise. The page now distinguishes storage from checking; no new edge check was implemented. - WRONG [X3] All 5,059 published prefixes were resolved against the global routing table, 5,050 of them successfully.
research/vendor-network-checks/asn-map.json : Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution. - MINOR [X4] Common Crawl publishes 29, a dilution of 6,692,696 to one.
research/vendor-network-checks/snapshots/commoncrawl-ccbot.json; research/vendor-network-checks/findings.json : The five IPv4 entries cover 29 addresses; a sixth entry is IPv6. Added IPv4 to the sentence and address column, and stated the scope of address counts and dilutions. MINOR, with no dated correction line. - WRONG [X5] Every number on this page is machine-filled at load from data.json, which is derived from findings.json.
verify-the-landlord-is-not-the-tenant.mjs; public/strata/the-landlord-is-not-the-tenant/index.html : The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys. - WRONG [X6] No figure in this prose was typed by hand, and the verifier re-derives the register from the raw snapshots and fails if any rendered figure differs.
verify-the-landlord-is-not-the-tenant.mjs; public/strata/the-landlord-is-not-the-tenant/index.html : The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys. - WRONG [X7] Google moved these files to a new path in March 2026 and kept the old ones serving.
https://developers.google.com/crawling/docs/changelog : Re-read the February 11, 2026 entry: it dates the move of existing IP-range files and says the old locations remain available. Corrected the page and lab source comments. The later March 20 entry adds user-triggered agents; the fix does not claim that later file moved in February. - WRONG [X8] An operator who allow-listed from the older documented URL is allow-listing four of twenty.
research/vendor-network-checks/snapshots/legacy-google-user-triggered-agents.json; research/vendor-network-checks/snapshots/google-user-triggered-agents.json : Independent Python ipaddress containment recount: the four legacy ranges cover 11 of 20 current prefixes, including all eight IPv6 /124s under the legacy /48, plus 67,840 of 70,016 IPv4 addresses (96.9%). Replaced four-of-twenty and removed the unsupported description of this specific old URL as documented. - WRONG [X9] It is labelled control in the table and excluded from every count, and it was written down in the lab README on the day it was fired rather than left for someone to find later and misread as an attack.
research/vendor-network-checks/evidence/byvendornet.json; research/vendor-network-checks/analyze.mjs : The control contributes one hit to 4,149 overall and to 895 on 2026-08-15. It has its own verdict and is not in the other verdict counts. Corrected the prose, lab instructions and analysis comment. - WRONG [X10] That is why the adjudication above leans on the organisation.
research/vendor-network-checks/analyze.mjs; verify-the-landlord-is-not-the-tenant.mjs : Both aggregate and daily adjudication test vendor ASN membership. Corrected HTML and README to say exact ASN matching; the 150/150 organisation agreement is not a guarantee of every network verdict. - WRONG [X11] 3 published addresses had no covering announcement and are excluded, and counted here rather than dropped quietly.
research/vendor-network-checks/asn-map.json; research/vendor-network-checks/analyze.mjs : The unresolved prefixes are 74.125.217.160/27, 136.121.40.0/21 and 172.171.37.221/32: 32 + 2,048 + 1 = 2,081 IPv4 addresses. All stay in vendor address unions. The lookup records show no ASN returned, not proof of absent announcements. Corrected that distinction without making a new routing-history claim. - STALE [X12] Last verified 16 August 2026, when it was written.
memory/log.d/2026-08-16T1600Z-the-landlord-is-not-the-tenant.md; memory/log.d/2026-08-20T1600Z-two-single-hits-from-google-cloud.md : The first log records 284/284 on August 16; the follow-up records 326/326 including mutation control on August 20. Added an Updated line dating both observations and this claims pass. The generated placard is deliberately not hand-edited; this record supplies its later generated verification date. - WRONG [X13] In both the apparatus looked sound until someone measured the gap between what it tests and what it claims, and in both the honest number is a floor.
src/content/strata/the-order-is-the-claim.md : The sibling dek explicitly says it prints error in both directions rather than calling itself a floor. Corrected only this layer's related-page note. - WRONG [X14] An immersive layer. The page is `public/strata/the-landlord-is-not-the-tenant/index.html`; the lab is `research/vendor-network-checks/`, and `verify-the-landlord-is-not-the-tenant.mjs` re-derives every printed figure from the committed snapshots without importing the analysis, then reads the numbers back out of a real browser and fails if any differ.
verify-the-landlord-is-not-the-tenant.mjs; public/strata/the-landlord-is-not-the-tenant/index.html : The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys. - WRONG [X15] Every major AI vendor tells site owners to verify its crawler against a published list of IP addresses. Resolving all 5,059 of those published prefixes to the networks that actually announce them shows the lists live inside six organisations, four vendors share one Microsoft network, and knowing only the network is up to six million times weaker than knowing the address.

Narrowed universal vendor language in the dek, HTML and all description metadata. Also corrected successful prefixes to 5,056 of 5,059 and the maximum rounded IPv4 dilution from six million to about 6.7 million (6,692,696 from Common Crawl's 194,088,192 / 29). - WRONG [X16] Every AI vendor says: check our published IP list. All 5,059 published prefixes resolve into six organisations, four vendors share one Microsoft network, and the network is up to six million times bigger than the range inside it.
research/vendor-network-checks/asn-map.json : Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. Re-read fetchedAt and the analysis date. Left the standfirst and all saved ages unchanged; regeneration used TZ=UTC to preserve them. - WRONG [K3] this project recorded thirty-six credential-probe requests in a fortnight wearing the names of Google, OpenAI, Perplexity, Amazon and Common Crawl, hunting for .env files and AWS keys.
memory/log.d/2026-08-15T0600Z-maths-hub-audit-IN-PROGRESS.md : The original log says 36 credential-probe paths over a fortnight, measured 2026-08-14. It does not count requests or place all arrivals on that date. Corrected both HTML passages and both repeated lab accounts. - WRONG [K4] All 5,059 published prefixes were resolved against the global routing table, 5,050 of them successfully.

Narrowed the page and generated reasons to ranges missing from this map, explicitly named You.com's omitted range, and retained the dated snapshot classifications. No claim is made that the You.com request IP was checked. - WRONG [K11] The interesting row is 2026-08-19: three claimed vendors each got exactly one hit from AS396982 (Google Cloud) that day.

What was done
- [fixed] X1: Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution.
- [fixed] X2: The lab describes an edge IP check that discards the address and retains only the verdict as compatible with its no-IP promise. The page now distinguishes storage from checking; no new edge check was implemented.
- [fixed] X3: Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution.
- [fixed] X4: The five IPv4 entries cover 29 addresses; a sixth entry is IPv6. Added IPv4 to the sentence and address column, and stated the scope of address counts and dilutions. MINOR, with no dated correction line.
- [fixed] X5: The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys.
- [fixed] X6: The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys.
- [fixed] X7: Re-read the February 11, 2026 entry: it dates the move of existing IP-range files and says the old locations remain available. Corrected the page and lab source comments. The later March 20 entry adds user-triggered agents; the fix does not claim that later file moved in February.
- [fixed] X8: Independent Python ipaddress containment recount: the four legacy ranges cover 11 of 20 current prefixes, including all eight IPv6 /124s under the legacy /48, plus 67,840 of 70,016 IPv4 addresses (96.9%). Replaced four-of-twenty and removed the unsupported description of this specific old URL as documented.
- [fixed] X9: The control contributes one hit to 4,149 overall and to 895 on 2026-08-15. It has its own verdict and is not in the other verdict counts. Corrected the prose, lab instructions and analysis comment.
- [fixed] X10: Both aggregate and daily adjudication test vendor ASN membership. Corrected HTML and README to say exact ASN matching; the 150/150 organisation agreement is not a guarantee of every network verdict.
- [fixed] X11: The unresolved prefixes are 74.125.217.160/27, 136.121.40.0/21 and 172.171.37.221/32: 32 + 2,048 + 1 = 2,081 IPv4 addresses. All stay in vendor address unions. The lookup records show no ASN returned, not proof of absent announcements. Corrected that distinction without making a new routing-history claim.
- [dated] X12: The first log records 284/284 on August 16; the follow-up records 326/326 including mutation control on August 20. Added an Updated line dating both observations and this claims pass. The generated placard is deliberately not hand-edited; this record supplies its later generated verification date.
- [fixed] X13: The sibling dek explicitly says it prints error in both directions rather than calling itself a floor. Corrected only this layer's related-page note.
- [fixed] X14: The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys.
- [fixed] X15: Re-read the archived Apple page with curl: reverse DNS is its usual identification method, with CIDR matching another option.
- [fixed] X16: Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution.
- [fixed] X17: Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution.
- [fixed] K1: Re-read the archived Apple page with curl: reverse DNS is its usual identification method, with CIDR matching another option.
- [declined] K2: Triage reason: Ages counted to 2026-08-20 for files fetched 2026-08-16: a dating subtlety, listed under tier B rather than recomputed. Re-read fetchedAt and the analysis date. Left the standfirst and all saved ages unchanged; regeneration used TZ=UTC to preserve them.
- [fixed] K3: The original log says 36 credential-probe paths over a fortnight, measured 2026-08-14. It does not count requests or place all arrivals on that date. Corrected both HTML passages and both repeated lab accounts.
- [fixed] K4: Recounted 5,056 prefix entries with a nonempty ASN list out of 5,059. counts.resolved = 5,050 measures distinct probe addresses. The generated page register now uses a separately derived resolvedPrefixes count; the HTML, metadata, markdown and lab summary distinguish attempted from successful resolution.

Replaced four-of-twenty and removed the unsupported description of this specific old URL as documented.
- [fixed] K10: Re-read the archived page with curl: it publishes 68.67.112.0/24. The evidence has one You.com hit and 202 Meta hits, so the triage rationale's 203 You-claimed hits is rejected by the raw rows. Narrowed the page and generated reasons to ranges missing from this map, explicitly named You.com's omitted range, and retained the dated snapshot classifications. No claim is made that the You.com request IP was checked.
- [fixed] K11: byDay puts Anthropic's single AS396982 hit on 2026-08-17 and the OpenAI and Perplexity single hits on 2026-08-19. Corrected HTML and both lab summaries; the verdicts and counts stay the same.
- [fixed] K12: The original log says 36 credential-probe paths over a fortnight, measured 2026-08-14. It does not count requests or place all arrivals on that date. Corrected both HTML passages and both repeated lab accounts.

- [fixed] K19: Apple owns AS714 yet has IPv4 dilution 2,401.0. Replaced the claim that shared-cloud rental is the only cause with the measured distinction: networks carry more than the published crawler ranges, including vendor-owned networks. MINOR, with no page correction line.
- [fixed] K20: The browser comparison selects data-fig elements; static prose such as the 150-address sample is outside it. Narrowed the HTML, markdown and code comments to tagged figures, including the existing allowance for up to two unused register keys.
